Use 200KB when the notice actually says 200KB
A 200KB JPG holds a sharper portrait than a 20KB one, including hair, glasses, and a light background. Some application windows and older exam instructions use this cap for a photograph. It is the wrong file for a signature, which is usually a short wide scan with its own band, often 10β20 KB or 30β49 KB.
200KB means 200,000 bytes. If your photo is already under that, it is still re-saved as a JPG so the format matches what the form asked for, and the card shows whether the new file is at or under the cap. Check the pixel size too when the form prints one.
